This
I am directed by the Secretary of State for India to
invite reference to my letter of the 22nd April, 1919,
No.P.1859, regarding the prohibition of the export of arms
and ammunition to certain neutral destinations in the Far
bast. Since that letter was written, the attention of th
Secretary of State has been called to the correspondence between your Department and the Foreign Office, copy of which was enclosed in your letter of the 15th April,
No. C.A.T. 322/1919. He understands that the effect of
the re-transfer of cartridges, etc., from Liạt "C" to List "A" of Prohibited Exports is to restore the general position, as affecting the export of arms and summunition from the United Kingdom, to its pre-Armistice basis; and he nasumed that the special restrictions imposed in 1917 on the grant of licences for export to certain Far Eastem destinations will be maintained in Bull force. In these
circumstances Mr. Montagu agrees with the Secretary of
State for Foreign Affairs that the necessity for an Vinter-departmental Conference on the subject does not -
arise; and he has addressed th the Government of India the telegram of which a copy is enclosed.
